Answer in the title, but anyway, the extension Imagus that I use on all my browsers, was preventing the browser from inserting emoticons (emoticons from other users showed up fine). The only way to insert them was to type them out, which prevent use of them in reactions to posts.
The only solution I know of is to disable it for this site. Other extensions that do the same thing may not have this problem.
